The Celebration and the Issue of Relevance
    This website is a celebration of the First Amendment Right of Free Speech.  

    The names of politicians who may be mentioned now and then throughout this website are irrelevant to the reason for and the purpose of this website.   Reference to any local politician is NEVER personal.  They simply happen to be the current mug-shots in the  corrupt charade known as Berwyn's "Mayor-Council" government.

       These faces will change periodically and be replaced by another set of faces that are acceptable to the political clique that controls the election process in this city.  They are acceptable because they can be "relied upon".  It doesn't matter who they are.   Their roles remain the same.   Their loyalty to the political machine is why they were accepted into the political clique to which they have sworn their allegiance.   Generally speaking, they act as one.

    What is relevant is the form of government that they represent and their conduct within that form of government.

The Tale of Two Governments
    First you need to understand that there are two primary forms of local government throughout the United States.   One is called the "Mayor-Council" and the other is called "Council-Manager".
    Berwyn has a "Mayor-Council" form of government.
 
BRIC's Position
    While there are certainly some exceptions throughout the United States, it is BRIC's position that virtually all Mayor-Council governments are inherently politically corrupt and incompetent.

    We believe and we are prepared to prove that this propensity toward corruption and incompetence is inherent in the Mayor-Council form of government because it involves the commingling of  politics with the business and financial management of the city.

    We believe that the Mayor-Council form of government is inherently saturated with conflict of interest.

Is Everyone Involved In Mayor-Council Governments Are Corrupt?
    No.  Of course not.  But why should you have to guess?  Furthermore, this website does not focus and is not interested in focusing on any individual politician.  Our focus is on the inherently corrupt Mayor-Council form of government and the type of behavior it inspires and condones.

    We will be describing the behavior of politicians within this form of government and you can come to your own conclusions about the quality of their conduct.

  We believe that well-intentioned people can and do get "caught up" within the inherently corrupt system and don't even fully understand the nature and extent of their own actions.  It is just the way things have always been.   Entrenched political organizations groom sheep.  There is an understanding that you "go along to get along" or you pay a heavy price.  

    The only way to measure their character is to watch how they vote and totally ignore what they say.  Actions are everything.  Their words are smoke. 

    Drawing their attention to their own behavior can make a difference.  They might experience embarrassment.   However, our money is on the liklihood that their response will be self-righteous indignation and denial.

One Vote Does Not Make A Record
    Where voting records are concerned, there is the common political tactic of voting for tax increases every year EXCEPT in an election year.  The biggest tax increases usually occur the first year in office because politicians live by the rule that the voter is too stupid to remember getting screwed in the past by the time the next election rolls around.  Are you?

    Do you remember the 15% tax increase - the largest tax increase in the history of Berwyn - that Lovero engineered during his first year in office?  That would be over two long years ago.   Do you think he will be advocating for  a tax increase during an election year?  He hasn't in the past.  Lovero?  Skryd? Chapman?  They  have never seen a tax or fee  increase that they did not like, except in an election year.

Berwyn's Form of Government is Disappearing 
    Fortunately for America, the "Mayor-Council" form of government is rapidly being replaced by the "Council-Manager" form of government.  

    BRIC's primary focus and the primary purpose of this website is to serve as an advocate for a change in Berwyn's form of government from a "Mayor-Council" to a "Council-Manager" form of government.

Turning On The Light
    This website will often take the form of Berwyn's version of "WikiLeaks".  We will be reporting inside information found nowhere else.  Like WikiLeaks, we will strive to become as important (of a journalistic tool) as the Freedom of Information Act.  Most importantly, we will inform.

Council-Manager Government - The Strategy
    There is no other solution to solve the problem of  inherently politically corrupt and incompetent government.  None.  You'll simply have to get comfortable with this fact or you can continue on with your life as a political pawn who obediently serves the  needs of a chosen few.

     If you have a better idea or more effective strategy to eliminate corruption in city government, by all means - be my guest and go for it.   Better yet, tell us about it and we will share it with members of this website.

     For those of you who understand that there is power in numbers and power in organization and you want to take back control of your government (and your tax dollars), you are welcome to use this website as your base of operations.  The effort needs management and I am ready, willing and able.

Your Opponent
    Don't forget what you are "up against".  You are going head-to-head with an entrenched political clique that has managed to maintain a strangle-hold on the political control of this city for decades.  

    The meaning and impact of the 2005 election in which the entrenched politicians experienced their first decisive defeat will be discussed elsewhere on this website.    The meaning and implications of that defeat are significant and provide much useful instruction.

Accuracy
    Of paramount importance to the managers of this website is the accuracy of its content.

    When we remove a name in a report or article, we insert  [name removed]?   Why do we frequently choose to remove names?   The inclusion of names in an article frequently serves no purpose and may actually serve as a distraction to the larger story.   It may also create unnecessary and unwanted attention for those who would like to express their opinions and ideas but who would prefer not to get caught up in political issues.
